How to enable and disable confd cli access through NACM

Hi,

How to enable and disable confd cli access for all the users. Like I have option called “Enable” and “Disable”, Once I disabled the confd cli access, no one can access it, until it is enabled. once the access is enabled, I can disable it also. How can I achieve through NACM ?
