Why do we have to go back to old version of openssl-1.1.1 inorder to install latest confd-8.0.7, which (openssl-1.1.1) is not FIPS compliant, Is it possible to install confd-8.0.7 (latest) with openssl 1.1.1 or is there some else confd latest version ?

Support for OpenSSL 3.x is in the works, check with your support contact regarding the release plan. ConfD 8.x currently supports OpenSSL 1.x.
